This aesthetic has a launch date and it belongs to a product. Apple's iMac G3 arrived in 1998 in a translucent coloured shell and made the argument that technology could be cheerful, coloured and approachable rather than beige. Translucency, candy colour and rounded form spread out from it into graphic design, product design and clothing inside about two years.
Everything else follows from the optimism. Y2K futurism ran roughly from 1997 to 2004 and peaked at the turn of the millennium alongside the dot com boom, and what it looks like is a period that believed technology was going to be good for everybody. Chrome, icy blue, glossy white, citrus, and curves instead of corners.
The material rule is short. Nothing matte and nothing square. Translucent plastic, metallic leather, lace up PVC, high gloss surfaces, blobby forms. If a piece is flat, opaque and rectangular, it belongs to the decade after this one.
The failure mode is buying it as nostalgia. This was ordinary clothing bought in a mall by people who did not think they were wearing a look. Worn earnestly it reads correctly. Worn as a costume of the year 2000 it does not.
